Yes it is the one with the recycle symbol on it that can be used to re-open closed tabs, not the 'X' to close a tab.
I just get a 'no entry' type sign when I try to drag it anywhere.
I have noticed that it moves over to the right when the menu bar is visible but then moves back nearer the centre when the menu bar is hidden, I also notice that the tabs start further to the left when the menu bar is visible which would be better if it was like that all the time.
If I remove the closed tabs button from the toolbar is there any keyboard shortcut to for it.

You can move the closed tabs button to any other toolbar (except to the personal bar) using the Appearance dialogue. If you're seeing a no-entry sign then you're trying to drop it in the wrong place. Mine is on the floating page bar next to the New Tab button.
Ctrl Z (undo) will reopen the last closed tab, but that won't give you the closed tabs history list that the button does if you click and hold it.
