Sounds like a faulty mouse. If you release the right mouse button the right-click menu should open, if you keep it held down, and scroll with the wheel you can switch through the open tabs.

im having a similar problem. However, its not when i hold down the right-click and scroll, it happens and i left-click anything and the right-click menu just pops-up. I have already checked a different browser(firefox) and that same event doesn't occur as it does when i use opera, which makes me sad, because i love using opera and would like to find a solution to this problem as quickly as possible. Hoping for a quick answer to this problem, and hoping this isn't happening to anyone else.
edit: false alarm, it is not opera....the mouse button is just broken....giving double feedback from just one click....for now i have switched the button functions....and until i get a new mouse, i'll have to deal with it.....
