I doubt it is customizable, but that issue bothers me too. It came with 10.50's new GUI, I think.

I think if i understand you correctly.
Enter opera:config in the address bar & search chrome
& change the second option "Chrome Integration Drag Area Maximized" to 0 is what you want , it makes the tabs & & Buttons on the tab bar selectable right to the edge of the screen if the window is maximized.
You can still grab the blank space on the tab bar to drag the window around even if you fill the tab bar with tabs the area under the min maximize & close button can still be grabbed.

Making Tabs Fit Fitt's Law and the same thing applies to the application's close button. You would have to edit the skin, or find one that doesn't have the 1 pix border.

There isn't many skins that work with the opera:config chrome setting hopefully they will be more common in future.
