The Professional Edition is not.
I should know. I used URLBase 5 Personal Edition for way over a year.

Works for me too on XP home and Opera 9 TP2.
The download is from a FTP server and you may want to look at your FTP settings.

I did not do anything with ftp setting, just opera tp2 default. I tried quick download using opera but did not work
