Save draft

Old version of opera (10.5x) had a command "Save draft" but in the new 11.x version I cannot find it.
was it removed, or renamed?

Opera still supports the command. You can create a shortcut or button for it. However, Opera saves and updates the draft when you change stuff, so it shouldn't be needed.

I have a button which does:

Send document address in mail | Save draft | Close page

It was working in v10.5x but in v11.x not so much.

Sounds like you want something like:

Send document address in mail & Delay, 1000 & Close page

Never know that there is a command "delay".
