PSN Activation Count Being Reduced

I don't understand Sony's move to reducing the activation count. Why are they inconveniencing users by forcing them to go to the account management website to swap activations among devices?
I wonder if one could launch an activated title, pass the "activation token" around and launch the same title on other devices.
Well, at least they're not retroactively reducing the activation count.
