These tips are based on my personal experience.
1. Don't announce your forum until it is 100% ready, incomplete categories, 404 pages and spelling mistakes make the first impression very bad.
2. Don't announce your forum on other forums wherein you have -50 posts at least, you should have good no. of posts so that people can trust you and should give your forum a look, otherwise they will treat you as spammer.
3. You shouldn't wait for others to come and put content in there, in the initial stage of your forum you will have to put the content yourself.
4. Don't make posts like "How old are you", "How many forums do you use"....etc, forums are already filled with such questions, you need to post informative content because if people don't join or post in your forum they should come back to read a new and informative post.
5. Be patient. Forums are really not easy to make famous but it is also not impossible, if you put quality content you should see the results in a few months.
6. Do not post your content on other forums, this way when users come to your forum they will find a new information which they have not read on other forums. Some of them will copy-paste it on other forum and few of them will give you a link back too.
7. Do not try to popular your forum overnight, it doesn't work like that. You need to wait and keep the forum grow on its own.
8. Always close old threads. Sometimes spammers use old threads to put their links in.
9. Never have a BOSS-like attitude... be friend to your members.

In this tutorial we are going to make a "Floating Tab". It is basically a technique of using drop shadow on objects to give them a FLOATING look. Ok, so lets start now.
Step:1
Create a new document and draw a tab of 250 x 35 pixels. Dimensions may vary according to the requirements.
Now fill that rectangle with any color of your choice.

Step:2
Now create another layer, but make sure the new layer should be UNDER the tab's layer. Means the tab layer should be UP and the new layer at bottom.
Step:3
Now take the polygonal lasso tool and draw shape like this,



Step:4
Now change the opacity to 32%. This is the final result I came up with

Tutorials
May be you find this kind of tutorial on other sites but I have written it myself for the first time
This is what we are going to design:

Step 1:Create a new document of any size and draw a circle in there.
Step 2:Ctrl + Click the layer to make the selection and choose the Polygonal Lasso Tool

and also choose the "Substract From Selection" Tool from the top menue
Step 3:Now cut the selection as shown in the image below


Now right click and select
"Layer Via Cut". It will cut the selection from the rest of the circle.
Step 4:Now select the layer of the top part of circle and press
Ctrl T and right click > Flip Horizontal ... again Right click > Flip Vertical. It will give you an image something like this.
Put the TOP part's layer above of the bottom's part of the circle.
Step 5:
Go to Layer > Layer Style > Gradient Overlay and choose the gradient of these colors

Use Drop Shadow with following settings

After doing the above settings, your image should look like this

Step 6:
Now adjust the top part and fit it correctly. and your folding circle is ready
