CSS Reboot needs rebooting?

Roger Johansson writes about a worrying statistic on standards use on CSS Reboot submitted sites. Are these not exactly the kind of sites that should be showcasing web standards and cross browser compatibility? Shouldn't it be a requirement that all sites that are accepted have both valid (X)HTML and CSS?
