Phỏng vấn Tiến sĩ Claude E. Boyd, người đã tham gia vào Liên minh Nuôi trồng Thủy sản Toàn cầu (GAA) trong phát triển các tiêu chuẩn nuôi cá tra, nhân chuyến thăm các dự án có liên quan đến nỗ lực xin chứng nhận Thực hành Nuôi trồng Thủy sản Tốt nhất (BAP) tại Việt Nam. Dưới đây là những thông tin trả lời cho cuộc phỏng vấn này.
Xin ông cho biết giấy chứng nhận BAP sẽ đem lại cho ngành cá tra Việt Nam những giá trị gì?
Giấy chứng nhận BAP dành cho trại nuôi sẽ chứng minh cho người mua thủy sản biết rằng nhà sản xuất có trách nhiệm quan tâm đến môi trường và xã hội. Đồng thời BAP cũng sẽ chứng minh những biện pháp an toàn thực phẩm có thể chấp nhận được cho trại nuôi. Nhiều khách hàng mong muốn đảm bảo sản xuất có trách nhiệm và an toàn thực phẩm, vì người tiêu dùng yêu cầu sản phẩm phải được sản xuất bằng phương pháp kỹ thuật có trách nhiệm. Chính vì vậy, giấy chứng nhận BAP mang lại lợi ích rất lớn trong việc đảm bảo định vị thị trường và sản phẩm có giá thành cao. Tôi tin rằng giấy chứng nhận nuôi trồng thủy sản cuối cùng cũng sẽ trở thành nhu cầu cho xuất khẩu các sản phẩm nuôi trồng thủy sản. Chương trình BAP là một khởi xướng cho giấy chứng nhận nuôi trồng thủy sản và được nhiều người mua thủy sản công nhận như là một tiêu chuẩn đáp ứng trong sản xuất có trách nhiệm cho sản phẩm an toàn. Giấy chứng nhận BAP rất có giá trị cho các trại nuôi cá tra tại Việt Nam.
Xin ông cho biết sự khác biệt giữa BAP và các giấy chứng nhận tương tự khác (đặc biệt là ASC của WWF mà họ đã cố gắng đưa vào công nghiệp trong nước)?
Theo ý kiến của tôi, chương trình giấy chứng nhận BAP là chương trình tốt nhất đã có sẵn. Chương trình WWF vẫn còn trong giai đoạn hình thành. Các tiêu chuẩn của WWF đã được thực hiện, nhưng không tốt hơn các tiêu chuẩn BAP. Tuy nhiên, tôi không tin rằng chương trình của WWF đang sẵn sàng chứng nhận các trại nuôi, hoặc nếu có thì nó mới chỉ bắt đầu.
Có một số khác biệt trong các tiêu chuẩn giữa BAP và WWF, nhưng BAP cũng nghiêm ngặt như WWF và được thị trường chấp nhận.
Ông có bình luận gì về thực hành BAP của QVD nói riêng và cá tra Việt Nam nói chung?
Trại nuôi của QVD hoạt động theo một quy trình rất tốt. Trại QVD có quy mô sản xuất cực kỳ hiệu quả và sử dụng nguồn lực một cách khôn ngoan. Tôi đã đi thăm chỉ có 3 trại nuôi cá tra khác nhau, nhưng tôi đã đọc được bản thẩm định tác động môi trường (EIA) của trại nuôi cá tra tại Việt Nam thực hiện với sự hợp tác của Đại học Wagingen (Hà Lan). EIA cho thấy rằng trại nuôi cá tra đã không tác động nghiêm trọng lên môi trường và EIA đã đưa ra những đề xuất làm giảm các tác động nhiều hơn nữa. Tôi cảm nhận rằng trại nuôi cá tra tại Việt Nam đang cải tiến và những trại nuôi như QVD là có trách nhiệm đối với môi trường.
Xin ông cho biết các tư vấn/kiến nghị của ông cho ngành cá tra trong nước và Chính phủ Việt Nam liên quan đến phát triển ngành cá tra và nuôi trồng thủy sản?
Chính phủ nên làm việc với công nghiệp tư nhân để quảng bá trách nhiệm đối với môi trường và xã hội. Nỗ lực của chính phủ sẽ là nhân tố bổ sung cho giấy chứng nhận nuôi trồng thủy sản, nhưng những chương trình của chính phủ không phải thay thế cho giấy chứng nhận.

A ground-breaking ceremony for the construction of a USD 40 million coffee processing factory was held in the Central Highlands province of Dak Lak on June 9 in the presence of Deputy Prime Minister Pham Gia Khiem.
After it is completed over the next 18 months, the factory will be capable of producing 60,000 tonnes of processed coffee a year.
The Trung Nguyen Coffee Joint-Stock Company said that it intends to invest in the latest vacuum steaming and drying technologies in an effort to improve the quality of its Rubosta products for export.
It will also install an instant coffee production line that uses the most advanced drying technology, unprecedented in Vietnam .
Deputy PM Khiem urged the Trung Nguyen Company as a national leader in the coffee industry, to work harder to promote the nation's coffee brands abroad by widening cooperation with foreign partners.
Also present at the event were the ambassadors of Denmark and the Republic of Korea and several equipment suppliers from overseas./.

Conference of Vietnamese entrepreneurs living abroad with the title "Promoting potentials of overseas Vietnamese entrepreneurs in the course of construction, development and international economic integration" will be held in Da Nang, Vietnam on 21-22 September.
Participants will include overseas Vietnamese businessmen doing business both inside and outside the country, domestic businessmen and representatives of ministries and localities.

The Vietnam National Oil and Gas Group (PetroVietnam) and Russia's OAO Zarubezhneft Company signed a number of cooperation agreements on August 28.
The deals include a memorandum of understanding (MoU) to consider Zarubezhneft's participation in developing some lots on the continental shelf offshore Vietnam.
Zarubezhneft also signed with PetroVietnam's subsidiary, PetroVietnam Exploration and Production Corporation (PVEP), an MoU to ask permission for oil and gas exploration and exploitation in a contracted deep-water area off the shore of Cuba.
The Rusvietpetro joint venture company and the PetroVietnam Insurance Joint Stock Company (PVI) signed an insurance contract for an oil drilling project in Russia's Nenevski Municipality, with the participation of large oil and gas groups from Russia and other countries.
With the contract, PVI becomes the first Vietnamese non-life insurance company to join an overseas project.
Addressing the signing ceremony, PetroVietnam Director General Phung Dinh Thuc said Zarubezhneft is a long-term partner which has made important contributions to Vietnam's economic development. He said the two sides have cooperated since 1991 and exploited 180 million tonnes of crude oil from Bach Ho (White Tiger) and Rong (Dragon) fields.

The visit, organized by Chile's Industrial Development Association (SOFOFA), Pacific Ocean Fund and Quiuenco SA Group, is part of Chile's policy to enhance economic and trade ties with Asian nations.
During the stay, a cooperation agreement is expected to be signed between SOFOFA and the Vietnam Chamber of Commerce and Industry. A representative office of PROCHILE will be launched in Ho Chi Minh City.
The mission is slated to attend business workshops in Hanoi and Ho Chi Minh City, meet Vietnamese partners and visit some industrial and export processing zones, supermarkets and centers for goods distribution.
Chile's exports to Vietnam increased 54 per cent to nearly $107.2 million last year, according to statistics from PROCHILE.
Chile mainly exports cod-liver oil, timber and salmon to Vietnam, while importing coffee and sports shoes.
Vietnam and Chile established diplomatic relations on March 25, 1971. The country opened its embassy in Vietnam from 1971-73 under President Salvador Allende's administration, which was then closed. It has just reopened its representative agency here in June 2005.

Mount Kellett co-founder Jason Maynard said, "We have invested on the expectation that Masan Resources will ultimately become the leading resources platform in Viet Nam and Indochina."
Masan Resources currently holds 100-per-cent ownership of the Nui Phao Mine. With approximately 55.4 million metric tonnes of proven and probable reserves of tungsten, fluorspar, bismuth and copper, the mine was expected to begin operations in January of next year and, once fully operational, generate over $300 million in revenues per year.
Upon completion of the current deal, Mount Kellett would hold a 20-per-cent stake in Masan Resources, while Masan Group would retain 64 per cent and Tiberon Minerals Pte Ltd 16 per cent. Masan Group has a call option to buy Tiberon's stakes over the next three years for approximately $60-90 million.
Masan Group also has obtained an eight-year senior-secured lending facility with the Viet Nam Development Bank worth $120 million, significantly de-risking its position in the Nui Phao Mine. Full financial closure was expected by the end of the first quarter, with remaining funding to come from domestic banks and financial institutions. Total investment in the mine was expected to reach $440 million, of which $155 million has already been invested.

Viet Nam's trade mission in the EU, Belgium and Luxembourg quoted the European Commission spokesman John Clancy as saying: "Given that the European shoemakers' association has publicly stated that it has not applied for an extension of the duties on certain Chinese and Vietnamese shoes, it's therefore very clear to everyone that the current measures in place will expire on April 1."
Clancy's statement was considered by the European media as official EU confirmation that the dumping tax on Vietnamese and Chinese leather shoes will end as of the date.
The European Confederation of Footwear Industries, Europe's largest shoemakers' association, said that it had dropped its call for an extension of the tariffs, seeking instead stricter monitoring of imports.
The EC first imposed a dumping tariff of 10 per cent on Vietnamese and 16.5 per cent on Chinese leather shoes in October 2006 after European shoemakers complained they were unable to compete against low-cost products from the two nations.
However, many trade organisations as well as retailers and consumers in Europe protested against these measures.
The tariffs have also split EU member states as many of them described these duties as "protecting" European shoemakers from foreign competition.
Statistics released by the Vietnamese Ministry of Industry and Trade indicate the EU is currently one of the country's largest footwear importers. In the first 11 months of 2010, Viet Nam's footwear exports to the market reached US$2 billion, a year-on-year rise of almost 16 per cent. — VNS

As many as 26 large French corporations have registered to take part in the first meeting of the Supreme Council for France-Viet Nam Economic Co-operation Development (HCDCE) which will be held in Paris on October 3, according to an announcement by the French co-chairman of the council.
Jacques Oudin, an honorary member of the French Senate, was speaking at a press conference in Ha Noi on September 19 after a meeting with his Vietnamese co-chairman Cao Viet Sinh, the Vice Minister of Planning and Investment.
Those French companies who were interested in the event were operating in many important fields including aviation, telecom, energy, metallurgy, banking and insurance, pharmacy, construction and water treatment, said Oudin, who is also an Adviser-Master of the French Court of Auditors.
Oudin said he and Vice Minister Sinh had discussed the first HCDCE meeting with two sessions held in the French Senate building.
A number of documents about Viet Nam's rapid economic development will be released at that time, including a development roadmap approved by the 10th Congress of the Communist Party of Viet Nam and a five-year socio-economic development plan drafted by Vietnamese government.
Documents concerning French official development aid for Viet Nam and the legal changes when Viet Nam becomes a full member of the World Trade Organization (WTO) will also be introduced at the event.
The two sides will discuss areas of priority in their relationship, including rail and road transport infrastructure; aviation and cosmos transportation; energies such as nuclear power, petroleum and hydropower; telecommunication; environmental issues such as industrial and medical waste disposal; healthcare and pharmaceuticals; banking, financial and insurance services; food technology and bio-technology; distribution and logistics; and tourism.
The Supreme Council will discuss two other important areas - training high-ranking officials and skilled technicians for the above-mentioned areas and developing industrial and high-tech zones for French companies in Viet Nam.
At the press conference, Oudin said that cooperation between France and Viet Nam has produced encouraging developments including a number of recent visits by French officials. A framework agreement on the two countries' partnership was signed during a working visit by French Minister for Cooperation, Development and Francophony Brigitte Girardin last week.
HCDCE, a unique model for cooperation between France and a foreign partner, was established under a joint decision by the French President, Jacques Chirac, and the General Secretary of the Communist Party of Viet Nam, Nong Duc Manh, in June 2005. It was created so as to direct, strengthen and mobilize resources to implement specific projects, so as to further accelerate the economic, trade and investment cooperation between France and Viet Nam, and also politic and cultural cooperation.

Australia 's Qantas Airlines on June 2 launched a direct weekly freight service from Australia to Vietnam , China and the US.
Qantas Freight, a subsidiary company of Qantas Group, said that the new service will shorten time for transportation of Vietnamese exports to the US and facilitate the connection with the group's flights from and to China .
The Australian carrier uses Boeing 747-400 aircraft for its new service, which leaves Sydney and Ho Chi Minh City on Thursdays to arrive in Shanghai and New York early on Friday mornings and in Chicago early on Saturday mornings.
The airline said it could provide this service twice a week, based on demand.
According to Qantas Freight Executive Manager Stephen Cleary, Vietnam is one of the few countries in the region that continues to see export growth and Qantas Freight is pleased to support initiatives to increase trade between Australia and Vietnam as well as between Vietnam and the rest of the world.
Qantas has recently adjusted its freight services to deal with the decreasing global demand for air transport by reducing flights to Europe and Middle East while expanding operations to Thailand , New Zealand , Singapore and Vietnam./.
