What are the requirements of foreigners seeking employment in Shanghai Municipality?

Foreign workers flocking to Shanghai
Foreign professionals have found Shanghai to be an excellent place to work in, with the number of foreign professionals expected to grow at a rate of over 20 per cent in the coming three years, local labor officials said.
The latest statistics from the Shanghai Labor and Social Security Bureau (SLSS) showed that there are over 28,000 foreigners now working in the city.
Moreover, for the first quarter of 2004 alone, about 3,000 foreigners got their working permits from the bureau, an increase of over 25 per cent compared with the number of the same period last year.
Sun Hande, director of the Shanghai Foreigner Employment Office under the SLSS, pointed out that such an increase suggests Shanghai is becoming more friendly for foreign workers as it is in great need of high-quality professionals with global perspectives.
He added, "meanwhile, the municipality is working hard to offer more assistance and service to these foreign professionals working here."
According to the SLSS, foreigners can apply for their working permits both online in the conventional way. Shanghai currently is the only city in China that allows foreigners to apply for their working permits online.
As long as foreigners visit the foreigner employment channel of the SLSS website (www.12333.gov.cn) and turn in their qualifications, resumes and their employers' information and business licences, they can put forward their requests for working permits to the officials of SLSS online.
If a foreigner presents all the materials required in the application process, he can get the working permit from the Shanghai Foreigner Employment Office after five working days.
Sun added that the application procedure has been largely simplified compared with that in the past, and foreigners need to go to the office only once to fetch their permits rather than the previous numerous times, saying "this saves foreigners a lot of time and energy."
By the end of March, over 50 per cent of the foreign employees in Shanghai dealt with their working permit problems online, such as prolonging their stay, changing the permits, having annual inspections or reporting losses of permits.
Officials also believe the influx of skilled foreign professionals will further boost the development of the city.
SLSS statistics indicate these foreign employees are indeed of the highest quality, not only in terms of professionalism but also bringing significant work experience from world-leading companies.
Among all the foreign employees in Shanghai, 3,600 are general managers of companies and over 60 per cent of the total 28,000 are working as senior executives.
Foreign employees from Japan are the most numerous, followed by US workers, Singaporeans, Malaysians and Germans.
Officials have also concluded that the numbers of skilled professionals from India are growing at the highest speed and they mainly work in the software industry, which is stimulant for the local software sector.
Sun added that the city is still looking for foreign skilled professionals, especially in the services sector, and he predicted there will be more such workers coming to Shanghai in the near future.

1. Admission Notice
1). The Chinese government scholarship students
The institutions will send the Admission Notice to the CSC after enrolling the candidates. The CSC will send the Admission Notice and Visa Application for Foreigners Wishing to Study in China (JW201) to the embassy in China or the Chinese embassy in the dispatching country, relevant dispatching organization or the applicants. It is kindly requested that authority concerned sent these two documents to the candidates in time.
2). Self-supported Students
a. The self-supported students who are included in the bilateral exchange program or recommended by overseas academic institutions, educational organizations or nongovernment friendly associations will be arranged among the 83 institutions which are open to Chinese government scholarship students. The issuance of the Admission Notice and the Visa Application are the same as the scholarship students.
b. Individual Application for self-supported study will be processed by the 400 institutions which are open to foreign students. They take charge of the enrollment and are responsible of direct sending the Admission Notice and Visa Application for Foreigners Wishing to Study in China (JW202) .
2. Visa Application
According to the regulations of the Ministry of Public Security, foreign students of governmental scholarships can, with Admission Notice and the Visa Application Form for Studying in China (JW201 form) both delivered by the Chinese universities and Physical Examination Record for Foreigner, submit applications to Chinese embassies and consulates for X visa within due terms.
Students of in-college exchanges projects and self-paid students chosen by the Chinese universities can, with Admission Notice and the Visa Application Form for Foreigners to Study in China both delivered by the Chinese universities and the Physical Examination Record for Foreigner, submit applications to Chinese embassies and consulates for X visas within due terms.
Those who will stay in China for less than half a year may apply for F visa.
All foreign students shall bring the original copies of Admission Notice, Visa Application for Foreigners Wishing to Study in China (JW201) and Physical Examination Record for Foreigner to apply for the Visa to China and enter China with the above original documents. Those with other passports, visas or without the original forms of above mentioned documents cannot register at the institution, and they cannot apply for residence permit in China.

3. Enrollment Registration
1. All sorts of foreign students enrolled by Chinese universities need register in person at the receptions according to the dates by the Admission Notice. Those who fail to do so due to reasonable reasons should ask for permissions by the universities in advance, or otherwise the enrollment may be canceled.
2. All the registering foreign students need participate in the procedures of accommodation, health quarantine, residence and payment of registration fee.
4. Special Notice
1. Purchasing medical insurance and personal security insurance before coming to China.
2. If you would like your family members to accompany you in China, you would have to get the approval of the university in advance and accommodation for family members is not available, for the usual practice in management in university.
3. According to Chinese laws, foreign students cannot be employed in China when they are still at study. So self-supporting students must be well-prepared in fin.

Foreign students education of New China began in 1950 and has developed greatly during the recent years. According to statistics, within the 1995-1996 academic year, more than 41,000 foreign students of all types from 125 countries and regions came to China including trainees focused on languages, undergraduates, postgraduates, doctoral students, common trainees, advanced trainees, scholars who conduct research and participants of all kinds of short-term training courses.
Universities in China employ distinctive teaching and training methods in line with different General Introduction of China"s Educational System conditions of the foreign students.
Languages trainees:
Those who are the equal of or above the degree of high school graduates. Learning Chinese languages. Usually the courses last 1 or 2 years. Training certificates are conferred after the course is finished.
Undergraduates:
The courses are completed within 4-5 years in accordance with China"s education system and educational planning for Chinese undergraduates. International students have classes together with native Chinese students. Some selected courses are canceled while other courses are specially added in accordance to different conditions of foreign students. Bachelor"s degree will be granted after necessary examinations are passed and graduation theses are finished.
Postgraduates:
The course work is completed in 2-3 years in line with China’s education system and education planning for Chinese postgraduates. The students will receive Master’s degree after they finish courses arranged and pass examinations, accomplish postgraduate thesis and successfully hold oral graduation examinations under the direction of tutors in line with the educating plan.
Doctorate Students:
The education is conducted 3 years in accordance with China’s education system and education planning for Chinese doctoral students. The students will receive a doctorate after they finish formulated courses, pass examinations, accomplish doctoral graduation paper and the thesis with the training plan under the direction of tutors.
Common trainees:
The foreign students taking refresher may choose to have classes together with Chinese students or have courses separately according to the subjects. The training term lasts for 1 or 2 years. Refresher certificates will be awarded after examinations or tests are passed.
Advanced trainees:
A tutor will be assigned to direct the research work and university authorities will arrange social surveys and visits concerned with research subject as determined ahead of time in accordance with research subjects. The research term lasts 1 or 2 years. Refresher certificates are awarded after the refresher plan is accomplished.
Research scholars:
In line with research subject, a tutor will be assigned by the university and the research work is mainly done by the scholars independently. Related social surveys and visits will be confirmed and arranged ahead of time. The research term is determined in accordance with the needs of research.
Short - term training:
Short-term courses offered developed from just Chinese language into many subject areas, including Literature, Calligraphy, Economics, Architecture, Laws, Chinese Medicines, the science of acupuncture and moxibustion, Art and Sports, and in term, from summer vacation seminars into four seasons a year.
Foreign students are encouraged to continue study for postgraduates and doctoral degrees in China’s universities, and those who have graduated in China are welcome to return for further education. Courses directly taught in foreign languages are available for these students in EDO mandarin college.

Educational system of China
Strategically placing education in primacy to the development of other items, the Chinese government formulated the policy of "developing the country through science and free education. Governments at all levels are increasing investments in education, and encourage people to run schools through any channel and manner.
" Oriented to the modernization, the world and the future" is not only the guiding principle for the development goal of Chinese education but a principle for its daily educational reform and construction.
Generally, education in China can be divided into the following stages:
1). Pre-school education for the 3-5 years old children in kindergartens. Primary education for 6-11 years old children.
2). Primary schools are usually run by local educational authorities, and in some cases, by enterprises and individuals.
3). Secondary school provided to 12-17 years old children. Education of this kind is conducted by local governments and various business authorities, and classified as secondary schools or vocational high schools whose graduates hold the same degree studying as graduates senior middle schools and sorts of secondary professional schools whose graduates enjoy some privileges as from colleges. In particular, public secondary schools include junior middle schools and senior middle schools, both of three years' study. Students graduating from junior schools usually go to common senior middle schools, and parts of them go to vocational high schools or secondary professional schools for 3-5 years of studying.
4). Higher education constituted by those for vocational college students, undergraduates, postgraduates and doctoral students. Higher education is performed by universities, colleges, institutes and vocational colleges. These institutes bear the three major tasks of raising courses, doing scientific researches and providing social services.

1.An Introduction to China and Shanghai
Stretching from its southern borders in the Himalayas to the deserts of Mongolia in the north, and from the East China Sea through the Yangzi River Valley plains, to the Tibetan Plateau in the western mainland, China covers an area of 9,596,960 square kilometres.
China also encompasses over 5000 islands, not to mention the disputed territories such as the Spratlys and the Paracels. The nation comprises five autonomous regions and twenty-three provinces, as well as Hong Kong,Maucau, which are now titled 'Special Administrative Region'. The seat of government, Beijing, is a large city of 11 million people, and like all of China's urban metropolises, life here contrasts immensely with that of the peasant farmers in rural areas. Due to its size, China's climate is obviously very diverse, ranging from an unbearable 48ºC in the northwest during Summer to an equally unbearable -40ºC in the far north in winter.
The official language in China is Mandarin, as spoken in Beijing, but there are also many different dialects to listen for Chinese food (and much of the ingredients used to create it is like no other cuisine - and again, this differs greatly between regions. Art in China is also stunningly unique, perhaps best typified by calligraphy, performed with ink and brush, and held in extremely high esteem by the Chinese.
Shanghai is the " Oriental Paris " and "Pearl of China". As the largest and most prosperous city in the nation, Shanghai is the economic, financial and cultural center.
What makes Shanghai particularly attractive are the many different styles of architecture and design throughout the city. Shanghai was once divided up into different "Concessions" or districts and the boundaries of these areas still remain today.
Shanghai is a spectacularly modern city. The pace of development here is unbelievable. Currently, seventeen percent of the world's cranes are in the city and developers boast that the city is changing at a rate incomparable to anywhere else in the world ever.

Dressing in Shanghai is casual but modest. Bring along some heavy clothing for the winter whereas light clothing is adequate during summer.
Customs
Visitors to China must fill out a customs form upon arrival. When you enter the country you are asked to declare electrical goods and luxury items such as cameras, computer equipment etc. Keep this form until you exit to avoid paying duty on goods you brought into the country. There are no restrictions on the amount of foreign currency you can bring into the country. However, one must declare any cash exceeding US$5,000 or the equivalent.
