Only 1 will make champion the rest will vary between challengers. the reason legend is a low rank is because the rank is bassicly what you use if you come into battle using legendarys youll instantly be a legend if you win. Once Champions are crowned champs they will have permission to use 1! legendary but these are the legendary restrictions:
