And presumably retains any of the various other positions around the executive branch that has still not been "absorbed into other portfolios".
Why now, though? Who knows? It'll give the White House some breathing space. It'll give them the opportunity to once again claim that then was then, and now is now, when offering to enter into dialogue with their opposition.
But it'd be more appropriate to describe it as if someone just threw a bit of meat to the pack of wolves chasing them, in order to buy some time. Until 2009, as it were. Naturally, the wolves will eat well, but won't make a real kill. They are too cowardly for that, and too content with the increasing amount of scraps the victim will throw away to save their own hide.
