Republicans pressed for the threshold to head off any amendments that would significantly change the bill, which was negotiated with the White House.
Some amendments, though, would loosen restrictions currently in law or in the bill.
One by the vice-chairman of the Intelligence panel, Christopher S. Bond, R-Mo., would change definitions in the law to allow surveillance without a warrant in cases that involve the proliferation of weapons of mass destruction. Its adoption would require a simple majority vote.
Since some of you apparently have serious problems with understanding what happened here, let me help you:
Bush and Cheney say: "Serious, 911, terrorists attack, bla, bla", and gets quoted in every paper, sets the agenda, and it's unpatriotic to doubt that their word is golden. Result: Pentagon, FBI, DOJ, Congress and Senate stands to attention. While that fact alone makes idiots like you believe there's got to be something to it (they wouldn't lie about something that serious, would they?! (Gasp!? Maybe you're a terrorist, trying to undermine the bestest nation on earth with the best democracy ever!)
