Neighborhood Preservation Amendment Act

An interesting two-pager, with the PDF here.
With the economy in the doldrums, a number of perfectly fine renovators have been unable to do their thing, what with banks being stingier than a few years ago. One of the things that has moved development in DC along has been that vacant properties get taxed at a much higher rate than developed and occupied ones. Hey, don't laugh. That tax gimmick built Rosslyn many moons ago. See this for a discussion.
This is a proposal to change the tax to apply to blighted properties and not simply vacant properties. Obviously, when the economy picks up, someone will have the tax revert to simply vacant properties. The ANC 2F CDC will take it up next week. The DC Council has hearings Wednesday, January 27, 2020 in Room 412 if the editor reads the PDF right. While here in the Blagden Alley and Naylor Court neighborhood the editor can't think to too many candidate properties, the Far Side of the Convention Center has a bunch.
