Here in the land of the small dogs, we occasionally have those who don't pick up after. It so happens that we are not alone. This is another local observation.
But there may be a solution. Today Drudge referenced this nice neighborhood and a possible way to catch perps.
The editor and wife have two cats, so all such problems are kept at home. OK, occasionally the feral alley cats will take advantage of the backyard mulch, but that seems minor.
Update:
There is a dog problem in the middle of Manhattan and they are doing the DNA thing too. Can historical districts do it as well?
