My OperaParking Meter Warning

On the west side of the 900 block of Ninth Street, there are parking meters. They cover 7:00am to 6:30pm. They are supposed to be 2 hour meters.
Number 09 12 06 NW shows "fail". The editor does not trust or understand the procedures for a failed meter. If one is parked at it, can one get a ticket? Even if parked for less than the posted time limit? Do all ticket writers follow the same procedures?
Number 09 12 08 NW has a 2 hour limit sign on it. But the note inside the plexiglass which say how many minutes you get for your nickels, dimes, and quarters is missing. Actually, you get 15 minutes for a quarter. All the rest on the block, at least the working ones, give 30 minutes for a quarter. An anamoly.
