You put your trash cans out on the sidewalk for the DPW people to pick up on Tuesday and Friday (or whenever). Then the DPW guys pick up the trash bags in the cans, dump them into their trucks, and put the cans back on the sidewalks. Usually with the lids off.
Now the problems begin. Pedestrians presume they are public trash cans, perhaps since there aren't many in the periphery of the Convention Center. So they put their empty coke cans, candy bar wrappers, and used coffee cups in. The problem is that the DPW guys lift bagged (repeat bagged) trash from the cans, as opposed to picking up the can and emptying it into the truck. It's fast, and stands less of a chance of destroying your back. So the homeowner now has to empty the loose pieces into a bag before the next pickup, else the loose stuff just stays at the bottom of the can.
So, get those cans back behind the fence quickly. Also, make sure they are not too close to the fence, or passers by will lift the cover and put loose trash in.
There is another problem for some. If you live near a large condo with lots of dog walkers, you will find that some group of them will put their doggie doo filled bags into the open trash cans. Nice people.
