The editor drove south on Ninth Street and stopped at the light at Massachusetts Avenue. Well, it was red, so he stopped. It's not as if it's the most beautiful street corner in town. A guy's in the middle of Ninth selling the WaPo. He has two in his hand, and no package of others on the sidewalk and no vest saying "WaPo".
So he's obviously not official. And he stole those papers from some blue box or small business. At that location, he's in 1D. So if you know anyone in MPD/1D, you might mention it to them. Not the biggest thing, but when you know small business owners who've had their papers stolen before they could even open up, you don't have sympathy.
