Yes. It works.
Last time I updated my system (or I downloaded with another package) I downloaded a little app, called QT 4 Settings. I started it, changed a few options and saved. When I checked out Opera, it was perfect. Forget that old grayish menu background and those ugly fonts. It's new. It looks great! Just open a root console (or open terminal, type "su" and your root password), and copy this line:
WARNING: this method (apt) will work *ONLY* with Debian based Linux distributions(okay, it may work with Debian based Solaris), for example Debian (Etch|Lenny|Sid); (X|K|Ed|*)ubuntu; DSL; Linspire and others(see Wikipedia for more)
