Purifying water with electrocoagulation

The bacteria I'm trying to kill has been accidentally bred to be biocide resistant, and eats the nearby chemicals that are generally inedible. Oh, and it can resist heat and pressure. At this point we're looking for a global-kill system that will take out all organic life in our water, and do it at a rate of about 5000 gallons/minute. It doesn't have to remove and filter the dead matter, it just needs to make it inert. We can filter it later.
