Windows 毕竟是商品，是要销售的，要在国内出售，必须符合国家标准；Windows 内部也是用 Unicode 实现的好像，只不过上层为了符合国家标准，使用了 GB18030 来支持中文，上层和内部之间的编码转换是隐藏的（好像设计代码页 cp936、cp950 什么的就是为了这个吧）。

而咱们用的 Linux distros 虽然也支持 GB 系列的国标，但咱们不少都是用的 utf8 的环境，这在和 Windows 系统交流时就产生了很多编码问题，因此使得咱们对编码这一块儿有了更多热情。

不过，我还是认为 Windows 是件挺好的作品 :-)
