Its the classical school thought behind intelligence. There isn't an accurate way to measure progress of intelligence, so schools have resorted to grading upon how well students can remember the taught material. In the olden days memorization was an important part of intelligence as it allowed people to reference books they have read with knowledge, otherwise they would have to spend hours or days searching for the answer in a book and finding the answer yourself. However, now that we are connected to the Internet, memorization doesn't correlate to IQ anymore as we can quickly find information to answer our questions or provide guidance in the right direction. In the present and future IQ will rely on being able to find your own answers and being good at researching and processing information. Being on the frontlines of human knowledge and finding new information will be the true test of knowledge.
