Saving Time or Better MPG?

Interesting article by Rong-Gong Li about hybrid car owners in California and their frustration that car-pool lane stickers may be ended given a legislative ceiling (allowing them to drive in HOV alone, without a passenger). (LA Times)
So, the question is, are Californians buying hybrids to save time using car pool lanes or saving gas & money...? (Note that the legislation only allows hybrids getting >45 mpg to qualify; currently Toyota Prius, Honda Civic Hybrid, and the discontinued Honda Insight, but not this 1901 Lohner-Porsche hybrid.)
I think we should've just listened to the wonderful sci-fi writer, Ray Bradbury, about building a monorail in LA back in 1963. Apparenty, Standard Oil, didn't like monorails, though,
