In spite of this however, the state has shown an overall reduction in the number of arrests. In 1990, 1237 arrests were made per 100,000 of the population. By 2002, this figure had fallen to 894 arrests per 100,000 of the population. This translates to an approximate 28% reduction in the number of arrests being made over the 12 year period.
