FORMER MMD national secretary Katele Kalumba has revealed that the three
successive MMD presidents interfered in
the submission of returns to the
Registrar of Societies and insisted that
they be submitted directly to the
Minister of Home Affairs. The three former Presidents of MMD are
Frederick Chiluba, Levy Mwanawasa and
Rupiah Banda.
Dr Kalumba said in an interview from
Chiengi yesterday that the deregistration
of the MMD affirms his earlier concerns that there are many wrongs,
malpractices and procedural activities
that the former ruling party as an
institution, must come out publicly and
apologise that it made grievous
mistakes. “During my tenure as national secretary,
the documents were submitted to the
Minister of Home Affairs by State House
and what I suspect is that they did
nothing and simply told the Registrar of
Societies to look the other way. This was done between the party president and
the minister responsible for the Registrar
of Societies,” Dr Kalumba said.
He added: “We were always asked to do
returns and we took the documents but
we were directed by the party president, in my case Dr Mwanawasa and Mr Banda
who were also republican presidents, to
take them to the Minister of Home
Affairs.”
He also said during his tenure as
national secretary, the MMD was up to date in submitting annual returns but
that the branches were not included, in
accordance with the law.
Dr Kalumba said the law requires that if
an organisation has more than 10
branches, they should be registered. “That is when the President intervened
with the Minister of Home Affairs and
perhaps that is when things were not
done properly. I submitted returns for
MMD, including change of executive
leadership at the beginning of every year,” Dr Kalumba said.
He added: “We must assume
responsibility and for me personally, I am
sorry for the five years I served. I feel I let
the members down, others must speak
for themselves. I take responsibility, I listened to Dr Mwanawasa and Mr
Banda. I could have handled things
directly with the Registrar of Societies,
but this was not the case.”
