5. The rural poor are calling on the government to create more favourable conditions for them to borrow money as start up capital because now, the lending procedures in the banks are generally troublesome.
6. In many ways, the urban rich are very kind hearted. Many of them are willing to donate tens of millions of Vietnamdong to the poor , dioxin victims and the disable as long as their names are announced on T.V. What they fear most is that their money does not reach target benefitciaries.
7. the helpless aged always need help and care from their neighbours and local governments. However until now, this task in localities has not been welldone.
