So, in other words, soliciting =/= smoking, no matter what the Wal-Mart signs tell you.

Isn't that two separate signs - one for the smoking, and one for the soliciting?

Nope, one sign. Below it is one that says "Service animals welcome" with a picture of a man and a dog. Same positioning and stuff as the smoking/soliciting one.

It's three signs that are put on the same piece of plastic to save money, and they didn't add any separators to them.
