23 Sep 2004, Brussels, Belgium --- Turkish Prime minister Recep Tayyip Erdogan (L) and EU Commission President Romano Prodi before a meeting at the EU headquarter in Brussels. Erdogan has told European Union officials that his country's new penal code would not include the controversial proposal to outlaw adultery.
