This is not true at all. This is Bieber receiving the [QDJM . This is the outfit he wore to receive a medal. -/u/-Sythen- Also, a simple google search revealed this. So you were partly right, the overalls were for the concert, but it was before the concert, and I can't imagine he didn't know he was getting the medal. He had plenty of time to make himself presentable.
