XnView - the best free graphic file viewer!

Even before the newest version, the freeware XnView graphic file viewer & image converter, was remarkable.
It supports an extreme number of file formats. It imports from more than 400 graphic file formats and multimedia formats, and exports to 52. http://perso.wanadoo.fr/pierre.g/xnview/enformats.html
But with the new version 1.8, XnView got a much more powerful tabbed user interface. Finally XnView got a decent browser.
The browser is similar to Windows Explorer - with an extra viewing pane for thumbnails. Like in other good image mangers you can now effectively navigate through your directories and get a quick overview. The program is highly configurable. The size of the thumbnails can be adjusted as needed.
XnView has basic image editing functions too: Resize, rotate, crop support, with lossless rotate & crop (jpeg). Adjust brigthness and contrast. Auto levels, contrast. Modify number of colors. Apply filters (blur, average, emboss, ...) and effects (lens, wave, ...) and more. And it ships with utilities like screen capture, slideshow, twain support, fullscreen mode image viewing, batch conversion and batch file renaming. The program can be run without installation and this makes it perfect to be used as a "photograph album on CD".
