ODA pledged $ 5.014 bln to Vietnam for fiscal year 2009

"It is regret that we miss pledging from Japan. If Japan commits their loans, the number would be over USD 6 bln", said Vietnamese Minister of Planning Investment.
Japanese Ambassador Mitsuo Sakaba, yesterday said Japan would not commit for new yen loans for the next fiscal year if there is no out come from joint committee work between Japan and Vietnam in investigation of the bribery case related to Japan ODA to Vietnam.
"Japan would like to urge the Vietnamese government to make continuous effort to prevent the recurrence of corruption", repeated Ambassador Sakaba this morning Dec 5 at governance and institutional reform meeting of the consultative group.

At his speech during the closing session of CG meeting in Hanoi on Dec 5, Minister Phuc expressed his thankful to Japan's statement that: "Vietnam is still Japan first partner in ODA donation. Japan has particular interest in Vietnamese large projects, specially highway projects."
"We hope that the two government will tightly working together to remove obstacles in Japanese ODA pledging to Vietnam", insisted Minister of Planning and Investment, citing the hope that he will meet up with Japanese Ambassador again "in the very near future, some day close to the beginning of the year 2009 to exchange the diplomatic note on Japanese ODA to Vietnam".
Minister Vo Hong Phuc emphasised with that hope, the ODA pledging for Vietnam in fiscal year 2009 will be much more than the recent committed figure.
The committed sum of USD 5.014 bln surprised the publics as world economic recession is effecting donors themselves. It show confidence from donors to Vietnam as the country strikes against difficulties.
Vietnam commits to Consultative Group for effectively using the aid, sharing information to donors and create more dialogs with donors. ODA disbursement in Vietnam is in ideal speech in the recent years.
For 3 years from 2006 to 2008, Vietnam disbursed USD 6 bln, planning for the next 2 years, there will be USD 5 bln be disbursed, raising total disbursement to USD 11 bln.
Last year, the pledged sum was USD 5.426 bln, a rise of 20% on year basis, also the highest record ever. The committed sum for 2009 is dropping by 8%, missing contribution from Japanese government.
