Shoes on a string

I remember hearing that shoes hung up like this means there is some drug activity nearby, but could that really be true in this case?I've seen 3-4 places with shoes in a couple of different streets, so I'm thinking it's either:
a) art
b) bullying
c) somebody getting rid of their shoes (but that doesn't add up... I mean who would want to do that
And what's the difference between one and two pairs hanging there?
I'd love to hear your ideas.

Moe - Maybe. I found a Norewgian article on this exact subject now. It seems there are more places like this - all of them scattered around the western part of the city.
Advanced bullying? Or perhaps an artsy installation? Maybe, in time, the answer will be revealed.

No drug activity or and of that crap just teens being teens.. Of course graffiti was a popular pastime so it can probably considered as good old fashioned vandalism

Peter - I don't think they hide the drugs - it's more a signal that there is dealing going on nearby.
Gavin - Have you seen it in Gothenburg too?
Carol - Yes, it is odd. I wonder how long they'll hang there. Will have to keep my eyes open!

Well, I prefer this kind of vandalism to bullying and drug dealing any time.

No, just Dublin. There was a telephone hanging from one telephone wire (criticism of our terrible at the time state monopoly telephone company?) for years and years. Could still be there for all I know.

I'm not seeing any actual improvements so far - just niggly little changes that mean some of us have to redesign our themes - and various CSS generators also need tweaking.
