I have no idea on the song. I would guess early to mid 70's. I thought maybe something by the "chi-lites"...but no. I have it posted all over the place and no one seems to know. I have a friend producing a CD for someone, and that sample is in a song -as a "sample". They need to have the sample "cleared" for the sake of copyright/royalty issues.
