如前所述,电动车出行问题,决不仅仅是一个简单的交通问题,根本上说是一个公民权利问题,即公民有没有权利自主选择交通工具出行的问题。只要所选择的交通工具不对公共安全构成危害,那么选择什么样的交通工具,就是一个纯粹私人的事情,政府无权干预。政府只有为人民行使其自主选择交通工具的权利提供充分保障的义务,而绝不可擅自剥夺人民此项权利。

当然,公民权利也并不是绝对的不可设限,特定范围内,公民权利是可以部分让渡的。但这种部分让渡必须具备两个基本前提,第一即为紧急情况;第二即为人民自己同意。人民的权利只能人民自我设限,任何他方无权主动剥夺人民权利。这是现代政治文明的一个基本要义。

吃穿住行是人类生存的基本要素,而且具有强烈的个体差异性,不同的人有不同的需求,不同的偏好,不同的消费能力,只有保障充分的选择空间、充分的个人自由,个体差异得到充分尊重,所谓生存权才能真正落到实处。具体到出行权而言,必须承认,我们的国情已经注定,并不是所有人都具备乘坐私人汽车出行的消费能力,社会底层的相当部分人群,甚至连以公汽、地铁等公共交通作为日常交通主要手段的消费能力也没有,而城市空间的急剧扩张又注定了他们必须要有效率较高的代步工具。这种情况下,只有电动车最适合他们,最能够保障他们出行的权利。这种情况下封杀电动车,事实上就等于剥夺他们出行的权利,就等于剥夺他们的基本生存权。

电动车与城市底层人民的基本生存权息息相关。仅此一点,已经注定了电动车的公益性质,何况电动车相对于其他城市交通工具而言,更具有节约能源的巨大优势,符合绿色交通的现代理念。电动车的公益意味,因此已是无可争辩。当然,事物都有两面性,电动车作为一个新生事物,不免存在一些尚待改进的缺陷。但哪一种交通工具没有缺陷呢?电动车多了交通拥堵的现状可能恶化,但小汽车多了交通拥堵的现状难道不是更要恶化吗?而且交通拥堵的现状难道主要不就是小汽车过多造成的吗?电动车使用的铅酸电池固然可能造成二次污染,但小汽车用的铅酸电池难道不是更大因此其二次污染的潜在危害更大吗?被用来说事的电动车的主要缺陷,几乎都能在小汽车身上找到,而且小汽车的类似问题更严重。但电动车具备的公益性,小汽车则基本不具备。

既然如此,为什么不拿小汽车开刀而非拿电动车开刀不可呢?惟一的解释只有一个,那就是封杀电动车的人不坐电动车而主要坐小汽车。其他的理由,其实都不成其为理由,都是借口而已。如果有缺陷就可以封杀,那还有什么交通工具不可以封杀?甚至说不准哪一天,他们看我们走路不耐烦了,也可以借行人乱穿马路为由,以行人被小汽车撞死为由,封杀我们走路的权利。有缺陷即可封杀,只要接受了此种滥权之举,就等于把我们出行的基本权利全部交给他们拿捏,必须首先经由他们恩准了。只要他们哪一天突然不高兴,我们可能就只好困坐家中而寸步难行。而且这个头一开, “行”的基本权利一旦放弃,那么“吃”“穿”“住”等其他私域也不难如法炮制。那我们的基本人权尤其是基本生存权还有什么保障可言?

电动车问世以来,风风雨雨就从来没有断过。电动车对底层人民的意义,对社会的意义,总之电动车何以不可封杀,道理因此早就讲透了,是秃子头上的虱子,明摆的。明明知道而非要不顾民意,找一些不是理由的理由彻底封杀电动车。对电动车如此深仇大恨所为何来?归根结底,无非是出于强大的利益驱动。恨不得有点钱的人统统去买小汽车,恨不得街上跑的全部是小汽车,公共政策一味向汽车产业倾斜,无非因为汽车产业是某些地方政府的主导产业,某些地方政府要靠汽车产业拉动 GDP,要靠汽车产业增加地方财政收入。而某些部门更主要靠各项汽车收费充实自己的小金库。为了自己的特殊利益,便不惜铤而走险,不惜对抗和谐社会的主流价值观,不惜对抗公共舆论,不惜牺牲底层人民的基本人权尤其是基本生存权,将电动车从自己的视野中赶尽杀绝。

电动车在中国的迅猛发展,有它内在的逻辑——它满足了城市草根阶层基本生存的需要,因而符合人性;它是市场经济自发演进的产物,因而符合经济规律。与电动车这样纯粹的草根产业、纯粹的市场产儿为敌,实际上是与人性为敌,是与市场经济为敌。而在当下,人性的力量、市场经济的力量已经成为推动中国进步的最基本的力量,其强劲已到莫之能御的地步。与电动车为敌的任何尝试,因此注定要归于失败。

猫跑了,不回来了~~

一连几天,总觉得不对劲,怪怪的.今天才发现,我喂的那只猫没看见了--去哪了呢?自己对它的关心太少了,我在附近找了几圈,硬是没找到.

想了很多,它不会无缘无辜的离家出走的,肯定不会.可能是在外面吃了不洁食物,中毒了;又或者是被别人捉了,关起来了,它很好玩的,喜欢跟人闹,很是可爱,这种可能性也蛮大.~~~~

不想了,新的不克,旧的不来~~~改天再去买一个~~

永远的圣斗士

最近把儿时的经典动画片《圣斗士星矢》找出来了,还是那么经典!而且把把那时候没看的,漏看的都看了个遍~~~爽啊~~不过还有些遗憾,那个冥王篇后章没有了,怎么找也不到~~NND,有些掉胃口。
一连几天,泡在网上到处找——原来还没完成,只有法国版本的。不过也知道了动向——《冥界篇 后章》全篇6话,仍然按照DVD的配置两两播放。第7-8话最早于12月15曰开始,持续放送约半个月时间;以下依此类推,9-10话于2007年1月19曰,11-12话于2月16曰播放。动画每话篇幅约30分钟,全篇剧情到叹息之墙完结。
终于有盼头了~~
