Is Firefox 3 going to be buggy

That is the question after reading a post on The Inquirer
If there are now indeed 700 bugs marked as blocker
and they are planning to fix 20% of them.
What kind of Browser do the user have left.
If I see the word Blocker, I would assume that, that are bugs that can stop Firefox from being released, so to get released all should be fixed.
How do Developers decide with bug will be more hurtful by release than one other?
Will it be noticeable that some bugs still will be there?
Of course every program has it's bugs, but blockers doesn't sound healthy
